Rules and Regualtions
GENERAL
By participating in Southern Arizona Home Builders Association (“SAHBA”) Building Futures Raffle (“Raffle”), entrants agree to be bound by these Official Rules and by the decisions of SAHBA, which shall be binding and final as to all matters related to the Raffle.
ELIGIBILITY
The Raffle is governed by the Arizona law and open only to purchasers present in Arizona at the time of entry purchase who are at least 21 years old at time of entry purchase. United States citizenship is not required to purchase an entry or to win. The following individuals are not eligible to win a prize in the Raffle: employees of SAHBA and members of the SAHBA Board of Directors.
PURCHASING RAFFLE TICKETS
ALL PURCHASES MUST BE MADE BY ELIGIBLE ENTRANTS LOCATED WITHIN THE STATE OF ARIZONA AT THE TIME OF PURCHASE.
SAHBA shall be the sole judge of the validity and eligibility of all entries. All Raffle Ticket purchases shall be final and entries are non-refundable. Refunds or replacements will only be issued by SAHBA if the Raffle is canceled by SAHBA. Entries which are or appear to be tampered will be void. Only one (1) individual may be identified as an entry purchaser. The Raffle is conducted in English. Entries may only be purchased through the official SAHBA raffle management platform (RallyUp). Entry purchasers must provide a valid email address to receive their confirmation number(s) from the raffle management platform. This is the only confirmation that will be provided and will be required to claim a prize. Questions concerning ticket confirmation number(s) should be directed to the Administrator at the email address listed below.
RAFFLE DRAWING
- Winning tickets will be drawn under the supervision of the Administrator. Entry purchasers may win more than one prize if more than one ticket is purchased and each entry is a unique ticket number, there is no possibility of a tie. All time references are to MST. All entries are non-refundable unless the Raffle is cancelled by SAHBA.
- Raffle Tickets are $25 each or five (5) for $100 or ten (10) for $200.
- Tickets must be purchased before 5:00PM MST on Friday, December 4, 2026.
- The drawing will occur on Friday, December 8, 2026, after 9 AM MST.
- Winners will be announced on Friday, December 11, 2026, at a time determined by SAHBA
Final drawing deadlines may be adjusted at the discretion of SAHBA based on the number of ticket sales but will occur no sooner than Friday, December 11, 2026. There will be one winning entry number associated with each prize. Following the selection of the winning entry number, that specific ticket number will not be eligible to win another prize.
PRIZES
The odds of a single ticket winning a prize vary depending on the number of tickets sold. Prizes may not be exactly as shown on the web site and are based on availability. If unavailable, similar or like kind prizes may be substituted at the sole discretion of the Administrator.
- Grand Prize: Winner’s choice between a 2026 Polaris RZR XP S 4 1000 Sport™ off road-vehicle or $15,000 cash. If the winner chooses the off-road vehicle, Southern Arizona Home Builders Association (SAHBA) has elected to pay the required federal withholding tax on behalf of the winner.
- 2nd Prize: 5 day/4 night stay all-inclusive vacation or $3,500 cash.
- 3rd Prize: Two (2) Lectric Xpress2 Commuter eBikes or $1,500 cash.
- 4th Prize: Samsung Appliance Package (refrigerator, range/oven, dishwasher, microwave)
- 5th Prize: Traeger Woodridge Wi-Fi Pellet Grill and Smoker
- 6th Prize: Meta Quest 3
- 7th Prize: Nintendo Switch 2
- 8th Prize: Apple Watch Series 11
- 9th Prize: Beats Studio Pro Headphones
- 10th Prize: Meta Rayban Glasses
- Prizes 11 – 12: $250 gift card
- Prizes 13 – 17: $100 gift card
- Prizes 18 – 27: $50 gift card
- Prizes 28 – 52: $25 gift card
No prize carries an MSRP less than $25. Only specified prizes may be exchanged for a cash alternate prize. Prizes may also be donated back to SAHBA. SAHBA MAKES NO EXPRESS OR IMPLIED WARRANTY AS TO ANY RAFFLE PRIZE.
Off Road Vehicle Prize: Winner is solely responsible for any and all state or local license, title, registration, or fees associated with the vehicle, as well as insurance (proof of which must be shown prior to taking possession.)
Vacation Prize: Vacation travel prizes is as described on the Raffle website. Travel arrangements are made between vacation prize winners and the travel company hired by SAHBA. Travel must be used within one year of December 11, 2026. Air travel, gratuities, taxes and fees are the responsibility of the winner. The vacation prize has a maximum value of no more than four thousand, nine hundred and ninety-nine dollars ($4,999). Winners must comply with all applicable requirements and restrictions related to said prizes including, without limitation applicable travel dates, age restrictions, liability waivers, travel documentation and reservation and confirmation procedures. All vacations are subject to availability and may be substituted with a comparable vacation prize selected by SAHBA or with the cash alternate prize.
NOTIFICATION OF WINNERS
SAHBA will make reasonable efforts to contact prize winners using information provided when purchasing the ticket. If the prize has not been claimed within 30 days of the date the notification is given, than SAHBA may, at its option, retain the prize or select an alternate winner.
PRIVACY
By entering the Raffle, entry purchasers agree that their information provided in connection with the Raffle entry may be used for communications promoting the Raffle and future raffles sponsored by or conducted for the benefit of SAHBA. An entry purchaser may subsequently “opt-out” of the receipt of such communications by following the directions in any email, other communication or by contacting the Administrator (contact information below). Purchase of an entry in the Raffle constitutes permission for the Raffle and SAHBA to use winner’s name, address and/or likeness, in perpetuity, for purposes of advertising the Raffle or future raffles without further consent or compensation, unless prohibited by law.
REQUIREMENTS
By participating in the Raffle (i.e. purchasing a ticket) the purchaser is acknowledging they meet the eligibility requirements and are bound by these rules and regulations. Potential winners must complete all steps outlined within the designated timeframe. If an entrant is found to be ineligible, or if a potential winner does not comply with the Official Rules, then the potential winner will be disqualified, and the prize or a cash equivalent will revert to SAHBA.
RAFFLE CANCELLATION
In the unforeseen event the Raffle is cancelled or cannot be completed, every effort will be made to refund the ticket purchase price to all Raffle ticket purchasers. Tickets purchased by credit card will be refunded to credit card holder’s account. SAHBA’s liability to any ticket purchaser is the purchase price of the ticket.
WAIVER / LIMITATIONS OF LIABILITY
Except as described in the previous paragraph, entry purchasers, by participating in the Raffle (and winners, by accepting a Raffle prize), release SAHBA, partners, subsidiaries, agents, representatives, sponsors, service agencies and independent contractors, and each of their respective directors, officers, partners, employees and agents, including advertising and promotion agencies, from any and all liability with respect to participation in the promotion, possession, use and distribution of the prize(s) awarded.
INTERNET
The Raffle will pursue all available legal remedies against any individual(s) damaging or attempting to damage any SAHBA Raffle website or attempting to undermine the lawful operation of the Raffle.

ARBITRATION
In the event a dispute shall arise between the purchaser and SAHBA, any controversy or claim arising out of or relating to the raffle, shall be settled by arbitration administered by the American Arbitration Association under its Commercial Arbitration Rules. The place of arbitration shall be in the State of Arizona. Judgment on the award rendered by the arbitrator(s) may be entered in any court having jurisdiction thereof.
FORCE MAJEURE
SAHBA shall be in default or otherwise liable for any delay in or failure of its performance of the Raffle if such delay or failure arises by any reason beyond reasonable control, including any act of God, any acts of war, terrorism, the elements, earthquakes, floods, fires, epidemics, pandemics, riots, failures or delay in transportation or communications, or any act or failure to act by the other party or such other party’s employees, agents or contractors.
GOVERNING LAW
Should a dispute arise between a purchaser and SAHBA, purchaser agrees that all cases, controversies, and legal issues shall be governed by the laws and jurisdiction of the State of Arizona.
Tax Obligations and IRS Compliance
- Prize Value & Taxation
The grand prize is an off-road vehicle with an estimated Fair Market Value (FMV) of $27,000. Under IRS rules, prizes valued at more than $2,000 are taxable income to the winner. - Ticket Purchases Are Not Tax-Deductible
Raffle ticket purchases are considered wagers under federal law and are not tax-deductible charitable contributions. - Grand Prize Federal Tax Withholding
Because the grand prize value exceeds $5,000, federal income tax withholding is required. Southern Arizona Home Builders Association (SAHBA) has elected to pay the required federal withholding tax on behalf of the winner.
The withholding amount is $8,526.60, calculated using the IRS gross-up rate of 31.58%. Because this payment is considered additional taxable income, the total amount reported to the IRS on the winner’s Form W-2G will be $35,526.60.
- Winner Responsibilities
The winner is responsible for all other applicable taxes and fees, including:
- Federal income taxes (except for Grand Prize)
- Arizona state income taxes
- Any applicable local taxes
- Vehicle title, registration, transfer, and licensing fees
- Required Documentation
Before receiving a prize valued over $2,000, the winner must:
- Provide a valid Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN)
- Complete and sign IRS Form W-9
- Complete an affidavit of eligibility
SAHBA will provide the winner with IRS Form W-2G as required by law.
- Failure to Provide Documentation
If the selected winner does not provide the required documentation within 30 days of notification, SAHBA may, at its option, retain the prize or select an alternate winner.
